Unemployment security is not just for employees. in Finland, entrepreneurs can also join an unemployment fund. The Entrepreneur Fund is an unemployment fund for entrepreneurs, set up in 1995.
The aim of the Entrepreneur Fund is to improve the quality of life of entrepreneurs through optional unemployment insurance. The Entrepreneur Fund pays an earnings-related daily allowance to its members who become unemployed when the criteria for receiving the allowance are met.
The Entrepreneur Fund has around 26 000 members and pays daily allowances to an average of 700 members each month.
How does the fund operate?
Tasks of the Entrepreneur Fund
The purpose of the Entrepreneur Fund is to pay its members unemployment allowance and other benefits falling within the scope of the fund under the Unemployment Security Act and the Act on Public Employment and Business Service, in accordance with the legislation in force.
Fund administration
The Entrepreneur Fund is managed by the members of the fund. The fund’s highest decision-making power is exercised by the fund members’ meeting in which every member has the right to participate. The Board of the fund is responsible for ensuring that the fund’s affairs are managed in accordance with the law, the fund’s rules and the decisions of the fund members’ meeting.
Oversight and Supervision
The Ministry of Social Affairs and Health is responsible for implementing unemployment security in matters relating to income security, and the Ministry of Employment and the Economy for matters relating to labour policy. The Ministry of Social Affairs and Health issues guidelines for the implementation of benefits to unemployment funds.
In unemployment funds, the implementation of benefits is supervised by the Financial Supervisory Authority. It monitors and checks that unemployment funds comply with the law and good insurance practice and that they use appropriate procedures in their activities.

Unemployment security in Finland
In the Finnish social security system, social security based on work is provided jointly by Kela and the unemployment funds. There are 12 unemployment funds for employees and one unemployment fund for entrepreneurs, the Entrepreneur Fund.
During unemployment, your income is secured either by unemployment allowance or labour market subsidy. Unemployment allowance can be a daily earnings allowance or a basic allowance.
- Kela is responsible for paying basic social security, i.e. basic daily allowance and labour market subsidy.
- If you are insured with an unemployment fund, your unemployment allowance is paid as an earnings-related daily allowance.
- Only an entrepreneur who is a member of the Entrepreneur Fund can receive earnings-related daily allowance after the end of his/her business activity.
